I just installed Windows 7 on my Laptop, upgrading from Windows Vista. I find that the ability to rearrange items within your folders manually is missing. What I want to know is how to reactivate this basic feature that has been around in all previous Windows versions.

Not sure what you mean by rearranging them manually. There is a option to arrange the contents of the folder.
At the top right inside the folder, it should say "Arrange by:"
From there you can select a wide variety of options:
Folder
Author
Date Modified
Tag
Type
Name -
Have you tried double-clicking the heading of the column. That should, at least, sort them alphabetically.

I believe andros wants to put them in his/her own order, not sorted by any attribute of the file.

Yea I went through many treads and yes the feature has been removed from Windows 7
. So far the only fix I found to arrange things the way I want to is to rename a file set like this:
Cod4.exe(shortcuts)
Fallout3.exe
gta4.exe
re5.exe
to something like this in alphabetical order:
1-re5.exe
2-fallout3.exe
3-cod4.exe
4-gta4.exe
and so on...
Adding numbers at the beginning is the simplest way to sort them for now but I would petition to bring back the manual arranging at least as an activatable option. -
Yep, I started numbering them too. But it's a pain.
