Remove short cuts, delete or limit access to certain programs, etc. I'm getting "access denied" pop ups.

What does you getting those pop-ups have to do with setting up a guest account?
I don't think there can be more than 1 guest account. If you want to limit access you'll have to do it by disallowing the user to execute some executables (read & execute access in Vista).

Sorry if I wasn't clear. I have a guest account and would like to limit access to some of the programs that are on the program menu and desktop with XP.

It's very simple. Go to the file's properties, security and modify the permissions for the user that you want (Guest). Untick read & execute permission.
