The first Windows Update scan on a new install of Windows 7 can take hours. This can be avoided by installing an update manually before the first scan:

I did a quick test in VM's, the one with the update installed (to the right) found all the updates after 11 minutes, the other one was still scanning after over 90 minutes when I shut it off.

This update possibly had a part in the free Windows 10 upgrade before, but that's not available anymore.
There are other alternatives out there, like Simplix, but I'd guess some still prefer the regular WU.

A1. You have no control over when or how quickly Automatic Updates downloads installers for updates. You will find this happens more quickly in months where only a few updates have been released. (The number of updates released in October 2010 was an all-time record so it was a very usual month.)
If you wish, you can bypass Automatic Updating and install updates manually:

but I would strongly encourage you NOT to disable Automatic Updates.

This update does the same thing for Windows 8.1.
I just found it and tried it, scan time was about 4 minutes.

WU depends alot on where your updates are at time of the last updates and the slower the machine the longer it takes as well as slower internet will take longer so a burden computer will have a longer time as oppose to clean machine with little running will do a quicker job to scan and update. But since no one can see or know your setup and what installed that will affects updates as well.
