I organized my files and got rid of my D partition. However when I attach an external, it will sometimes use that drive letter.
How do I tell windows not to use drive letter d instead of manually changing external volumes I attach to the laptop.

Not sure about blocking a specific drive letter. But this program ( USB Drive Letter Manager - USBDLM) will allow the user to specify which drive letter(s) they want to assign to USB connected devices. I know there's a separate process to go thru for network connected drives as well, but that's only for Windows Server. Hopefully USBDLM will solve your issue, cause I think the way disk manager is set up, it will assign the first available drive letter to the newly mounted drive.

I have not tried this but it seems to make sense : How to Assign a Static Drive Letter to a USB Drive in Windows 7

If I recall or memory serves me C is reserved for the O/S and you can't remove that setting I think. But for any other extra drives attached it uses the next available Drive assignment letter by default. And unless that D: is assigned to a drive it will be available for the next device aka CD\DVD drive.

..until you insert a new drive windows doesn't recognize.
But you can reserve d: as a letter-assignment with usbdlm (at least for drives that are marked external).
..What about asking about something easier - like herding cats, for example? -
thanks guys.
yup i changed my sd to drive a, i thought i would have to do this for every sd card i have (like an external hdd), but apparently the drive letter sticks.
ill check out usbdlm... -
Well, ya win some, ya lose some.
