Hmm...does your cell phone have a mini-SD card? If so, then usually you can just drag a music file into the SD card and put it back into the cell phone.
If not, see if you have any CDs bundled with your cellphone, some companies (such as Sony Ericsson) have their own software where you can copy music and photo files into the cell phone via a cable. -

The mini-SD card would work if you have a slot for it on the computer, as would using cables to the ports that some phones have (likely USB or IEEE 1394).
But it also works if your phone has Bluetooth or Infrared and you have a computer that also has the corresponding connection. Bluetooth is much faster, so it is preferable. I have both on my phone, but am limited to Infrared due to having an ancient laptop...it's slower than floppy disks.
Generally free phones don't have Bluetooth or Infrared, and the more expensive the phone the more likely it is to have them. If you post your phone model, I'm sure someone could find out whether yours have these connections.
As to the laptops, Infrared is all but gone from what I've seen, and Bluetooth is generally an option. In Windows 95 and 98 there is an Infrared icon on the taskbar and Control Panel if you have it; I'm not sure about newer versions of Windows or Macs.
I think you can also buy external bluetooth cards to connect your computer via PCMCIA or ExpressCard slots, but I'm not sure on that one.
If you don't have the connections you need already and can't load it onto the mini-SD card, consider whether you just want a song or two or you want lots of them (or will want to change them often - I know on my phone I can't get very many songs on at once). If you just want a few, it probably is cheaper to download; otherwise a hardware solution probably is cheaper.
Oh, and you don't need any special program with Bluetooth or Infrared. You just tell the computer what file to send (or phone if you want to upload photos/movies/audio to your computer), and it'll send it. It's already built into Windows.
I've used it to customize my ringtone and am quite satisfied with the result.

If you mean off the air directly to your phone from a web site then it's pretyy slim. If you have a memory card best to just transfer the music to your phone via a card reader but make sure the format is compatable.. mp3 is the usual.
