Could anyone tell me why my windows 7 windows are minimizing and maximizing slowly? They all of a sudden halved in the animation speed when they minimize and maximize. It's pretty dang annoying.

i thought (never had one myself) this is somehow connected with the nvidia gpu driver and it's power settings.
just some vague memory -
Have you tried turning it off? I find it annoying even when it works as expected.
Disable The Maximize-Minimize Windows Animation In Windows 7 -
Control Panel > Ease of Access Center > Make it easier to focus on tasks > Turn off all unnecessary animations (when possible)

remove your nvidia drivers, run driver sweeper and reinstall. I have had this on a couple systems and its been a glitch in the video drivers. you can also revert back a version or 2 where there has been no issues.

he asked to get it back to it's default behaviour from being much slower. turning it off does not set it back to default behaviour. so it's not the solution. -
It definitely sounds like an issue with your video drivers. What type of notebook are you having the issue on? What type of GPU is inside?
