Since editing the properties of my albums with it pretty much everything is now without album art and Windows 7 no longer recognizes artst/album/etc. within explorer.

I've been using Foobar for years now and it's never once messed with my tags unless I told it to. That's just not the way Foobar rolls. Have you been using WMP for anything lately?

Foobar2000 can't even edit (or add/remove) album art by default, so I doubt it's the reason why your id3 tags are messed up. You can take a look at MP3Tag and see if it can do anything for you - it's an even more powerful id3 tag editor than what Foobar2000 has.

Maybe I'm just using the default tagging interface incorrectly. Do I just set the properties for an album and leave it, or do I need to go into "tagging > update types" as well and update it there?
I've had albums on my PC with album art, then went and edited one thing in foobar (remove disc number info in an single disc album, for example) and the album art data will be gone - and windows + my mp3 player (Cowon X5) will no longer recognize the artist/album/title info - only foobar does afterwards. -
I have opened up the library in WMP a few times (and at least once a month I accidentally trigger the Windows Media Center feature - I have no idea what the key combination is but it must be something I hit), but I don't think that's it. I've put fully tagged albums onto this PC, with album art, then edited something minor in foobar2000 v1.1, and seen the tag completely unrecognized by everything else (except last.fm, it still scrobs my tracks from foobar correctly).
It's really driving me nuts guys.
