I was wondering if it is possible to have the same thing on Windows, where when you type you type as Dvorak but when you press the CTRL for shortkeys like copy and paste, the keyboard works as QWERTY just for that time you press CTRL.

Alternative keyboard layouts are available and built into all recent versions of Windows. Just Google "Dvorak keyboard for windows" for instructions. Standard keystroke for shifting between keyboard layouts is Alt-Shift.

I believe that's native to just about every OS after a certain point. You can change your keyboard layout via the Regional/Language settings within Control Panel.

I know that Windows does have Dvorak, but what I am asking is does it also have the "Dvorak - Qwerty CMD". I guess it probably doesn't so I'm wondering if there have been 3rd party software that adds this function to Windows. It is a little different from the standard Dvorak in that when you press CMD, the keyboard works as if it was QWERTY. This is because it can be confusing and awkward to press the CMD + C, CMD+V, etc, on a standard Dvorak layout.

Albeit perhaps being not the most user friendly thing, there is this. You can also give this third party program a shot if you have trouble with the Microsoft one.
In Mac there is keyboard layout option of Dvorak + Command QWERTY
