    Installing programs for all users take more space then single users?

    I'm curious if there is a storage difference if you install apps that all users can use. I'm assuming very little since it would only be privileged settings and shortcuts? I'm running an SSD and space is precious right now.

    On a tangent: Is there a way to later change an install so it can be used for all users or would a program need to be uninstalled and then reinstalled with this option?

    No, there should be no meaningful space differences. Which would make your tangent irrelevant ;) But on the tangent, it depends on the program. Installers are programs in their own right, and companies all use different ones, so it's really on a case-by-case basis as to whether that would work or not.
