A regular Windows 7 install media can't be installed from a USB drive (2.0 or 3.0) that's connected to a USB 3.0 port.
There are no drivers for the USB 3.0 port in the Windows 7 installation media.
Intel has a utility for integrating the drivers:

I know with installing a backup, boot from CD/DVD, with the dock in the USB 3.0 port it acts as a USB 2.0 device here. So back up is at 3.0 speeds but restore is at 2.0 speeds.
