So, for instance, if I could hook up two separate displays, two separate keyboards and mice, and have two people working doing two completely different things as if they were on two different computers. Obviously you'd need a hell of a powerful computer but... can it be done? Is there a program that allows you to do this?

To do this natively, you would essentially need two computers in one box. But you could do it with a virtual machine. I'm not sure how you could get two mouses or keyboards though, that would take some custom programing.

Yes you can, by using this software. I tried it once a couple of years ago, and it works, although it had some limitations back then.
For light work, you don't need anything extreme in terms of hardware. I don't know if it's useful tho.

Microsoft has a Server Product targeted to K-12 that does this called Multipoint Server 2011

You could run Microsoft Virtual PC and have someone RDP to that virtual machine. VMware is king at doing exactly what you want but on a much larger scale
