So basically I reformatted my computer and the second I booted into Windows I removed IE6, WMP 9, and MSN to prep my computer for IE7, WMP 11, and MSN Live.
All the installs went fine except IE7, which I have run the setup program for several times already. Yet it refuses to create and icon or start menu item.
The only way to start it is to click on the Windows Update item in the programs menu.
How can I fix this?

Why did you try to remove IE? IE is an integral part of Windows; you can't just remove it. I'd wager that removing IE6 has crippled your attempts at installing IE7.
You can try to reinstall IE6 and then try upgrading to IE7. If that doesn't work, I guess it's time to reformat again. Or, just create some shortcuts to IE and put them wherever you want. -
Can you try system restore first? I think some of the shared files/registry maybe missing/corrupt
