    Is is possible to disable windows update without disabling the service

    Enable or Disable Windows Update Automatic Updates in Windows 10 Windows 10 Windows Update Activation Tutorials

    1. Set both Wifi and ethernet connections to metered. That's widely documented. However, some report the Creator's upgrade being received despite that. (And not reliable if you have the Creator's build).

    2. Set updates to notify to download.
    Note the tutorial gives both instructions for the group policy editor (Pro) and a reg file (Home).

    Thus you can ignore updates.

    3. You could possibly block update servers using a firewall, or the Hosts file. However you need to know all the addresses.

    O&O Shutup10 works well, it stopped updateing my parents computers for about 18 months, until I changed the settings again.

    If you don't want update disconnect from the internet that will stop all and any updates. As for creator update that has cause more problems then it suppose to fix. My setup hasn't told me to update to Creator yet and that is good. Also alot depends on what version of Windows you have anything under Pro and it will auto update regardless unless you use something to stop it and then your asking for trouble when doing that-as malware will be on the lookout for you on the internet to infect.
