Toshiba's latest Graphics Chipset driver for my laptop (Mobile Intel 965 Express) is several months and releases out of date compred to Intel's latest one.

Can I safely load it without harm?

Trying to cure a crash problem which might be Graphics driver related, and latest releases tend to have bug fixes. Don't know why Toshiba's support website offers such an old one for a new/current laptop?

It is if, and only if, you create a system restore point first. Then you have a fall back position.

Manufacturers' websites usually have older drivers.

I quite agree re creating a restore point first.

About manfacturer's sites, are they just slow to react to new drivers? Or are they extensively testing them for months before release to their own customers?

The cure for many Vista woes seems related to having the latest drivers, and I was just wondering if upgrading from Intel's own site was a common sense move or living dangerously?

If the Intel site has newer ones, then I would go with them.
