Not yet, but then again Vista did not have this stuff for a while.
Windows 7 isn't even on the consumer market (yet). -

There is a clone for the photo resizer that I have been using since Vista. It's the same in functionality and works on Win 7 too.

remember that tweakui came out to centralize all of the 'hidden' XP config items that people had found.
Most/all of those same items are already touchable in the Win7 control panel.
Yes, eventually, someone will release a gui/shell that pulls everything together on one or two screens. Until then consider this a good chance to learn the ins and outs of the control panel. -

They are currently no official Win7 tweak UI software.
But Vista's ones works somewhat. I am working on one if you wonder.
