Is there a tool that can add text and drawings to video presentations? (Like Youtube annotations but better)

I want to create a video presentation but I want to add notes and highlight certain parts (with an arrow or something). I think that the notes in youtube annotations aren't displayed if the videos are embedded and drawing on the video is impossible.

So is there a free tool that can do that? That is, adding notes and drawings on the video.
