Does anybody know of any software or ways to shut down those annoying Flash rollover ad's, Im not interested unistalling Flash yet.

For Firefox, I recommend Flashblock. It requires you to click on any Flash movie/animation before it will play.
For IE, I don't know if there's a similar add-on; I haven't looked into it. However, in IE, Flash is an ActiveX control, so you could use IE's security zones to allow ActiveX only on certain sites (like YouTube, etc... you'd have to set up a whitelist) and not on most sites. That would block all other ActiveX controls along with Flash... but I don't think that should be a big problem in practice. -
I have been looking all over the place on how to stop these dumb ad's, I have to use IE for many things I have to do or Id go with swarmer's idea, the closest solution I have been reading, is that many people are phoning companies who use rollovers and threatening to boycott their products. -
I always disable Javascript in my Browser. It gets rid of those annoying Flash Ads.

Noscript for Firefox will disable most if not all Java/flash ads.

You can also make a custom hosts file - that will stop quite a bit of junk on the old 'net.
