It's so old.. why do you need it?
The program it self should not steal anything, but say there's a security hole that is known by hackers or so then yes it can be hacked. Very old software -
It seems 99.9% of Calendar programs do this. Not Google Calendar.
Does anyone know of a better program that will do this function? -
If you don't need a web calendar then Windates will do reminders. It is no longer being updated but it still works. You can google it.

I wonder if it would use less resources than having Google Calendar open in a Chrome browser. -
Yes, works with W7. I am using it on W7. Uses hardly any resources. It is a program you use on your computer.

I went to brothersoft.com and it downloaded it. When I tried to intsallit, it is requiring me to install with the calendar something called coupondropdown.
There are a lot of other sites to download it form. What is a safe site to download it from? Will the other downloads require me to install that junk? -

When I download the file, Google Chrome is giving a warning.
The author comments on the site does not mean it is his site. -
I don't recall exactly were I downloaded my copy as I have had it for more than 10 years. (Probably from the author's site which is no longer in existence) If you download that windates51.zip just run a virus scan on it before unzipping. I do that anyway on all files I download from the web. If you have problems I can always upload my copy but it's an older version and a exe file.
