I read that some ISP want to set limits on how much data per month their consumers can use:
    http://news.yahoo.com/s/nm/20080603...internet_dc;_ylt=AsF3x8zm6QVVyJrKfMNV6MFk24cA

So if something like that ever happens in my area, at least I want to be ready and know if I'm going over the limit or not. Since mine is not the only computer in my network, then I would have to monitor the traffic between the router and the modem(or between modem and ISP). Any way to do that?

If you have a router with DD-WRT or Tomato firmware installed or another router with SNMP support, you can use MRTG.

Search for "mrtg" on DD-WRT and LinksysInfo for more help.
