I don't want to order a laptop with an operating system because I have extra copies of XP:SP2 around, but are these Vista copies on Ebay the real deal? Why don't I hear of more people buying them?

It looks legit, but the US$0.99 is not the final price, there are still like 5 days left on the auction, you will not win it with US$0.99. His last Vista Business auction ended it at US$47.59.

The auction doesn't happen until the last 30 minutes so you are better off waiting until then to bid; anything earlier is just jacking the price higher.

It is absolutely legitimate. What people do to generate more bids is to start at 99 cents. If you look closely, you'll see that there's five days left. If you check back with less than 24 hours, you'll see that the auction will be around $100.

There are a lot of sealed, never-used Vista licenses floating around.
Customers who bought XP PC's in the last few months before Vista came out got the "free" upgrades, and have been selling them.
I imagine a lot of current Dell customers who buy the "Genuine Windows Vista® Business Bonus-Windows® XP Professional loaded" option will be selling their Vista DVDs as well.
Buying one, you run the same risk as the old OEM copies of NT people used to sell: your license isn't really valid in any way, and you're not entitled to support from anyone. However, if you are self-supporting, these are not huge disadvantages.
Here's a better idea:
--Convince a friend to buy one of the aforementioned Dells.
--Set it up for them, in exchange for the copy of Vista that comes with it. -
However, the eBay auction linked by the OP is not for an OEM copy but for a retail upgrade copy... so as long as that's true, there shouldn't be any problems with that auction. -
If it is too good to be true, it probably is.

They list it for a $0.99 b/c ebay charges you more if you list it for more. The bidding probably won't start until the last day

In eBay, many of the auction starts with .99 cents. People bid and price goes up. There are even car auction that with .99 cents
