Is there another similar LCD off program as the one found on this site?

It works fine in XP, but it doesn't seem to work in Vista. So does anyone have any suggestions?

Does your laptop already have some key combination, like my laptop has [Fn] + [F6] to shut off the lcd backlight? Or isn't it enough?

You don't need a program like that. You can do it form Windows:
Right click on Desktop space > Properties > Screen Saver > Power. From here, you can choose how long you want the LCD to be on when the PC is idle.
You could also close the lid if your using an external monitor and this should switch off the internal monitor. Just make sure you have the option in the power box, checked to "When I close the lid of my computer" - choose "Do Nothing".
I'm assuming your using XP. If your using Vista, it should be a very similar process. -

This should work under vista and xp. -
