    Where is the OS language determined when installing?
    Is it coded into the Serial Key or is it only on the DVD?

    Is it possible to buy a notebook with a German Windows 7, and then reinstall the OS with an English OEM DVD (same edition, only the language is different), but with the key supplied with the notebook?

    It is usually coded with the serial number and the installation script of the installation package. So no to the language swapping of the original language, unless you have an ultimate version or getting an extra language pack for other languages.
