When i boot my laptop it takes a significant amount of time than usual. This is goes when i turn off my laptop. Do i have a virus?
If so should i restore my laptop and make everything new again then download an anti virus software? What is the best easy to use free anti virus software that scans and removes viruses?

    Thanks for any help

It depends. If you don't have an anti-virus or a security suite install on a windoze based notebook and you do go online then you're just asking to be infected. You can download several anti-viral/spy/adware software trial/free versions from reputable sites like download.com and scan to see if you are infected by a virus/spyware/adware etc... I would recommend AVG and Ad-Aware for your needs.

Also, have you installed any new programs recently that might be in your boot/shutdown sequence? Those can cause the time increase in either function you've pointed out.
