There shouldn't be too many limitations, except the 2GB HDD. So you should be right for OpenOffice and Skype.

Windows CE won't run standard Windows X86 applications (Like O
, Firefox, etc.), only apps designed for it will run. It's primarily used as a OS for things like Navigation systems, cars, smartphones (windows phone/KIN) and other embedded devices.

As far as whether Win Mo apps will run, they should as long as the netbook has a ARM processor. This may allow you to end up getting a better web browser as well (Opera Mobile 10) as the main browser on Windows CE is basic.
The good thing is that the netbook your looking at is actually a widely known product sold under various tradenames around the world.( Skytone Alpha-400 - Wikipedia, the free encyclopedia)
As such, it appears to have built up a bit of a cult following.
In the end you'll have to ask yourself if you're willing to settle for a device that can't run full desktop Windows apps. If so, then it might be right for you.
