I want to change the picture on the windows lock screen but it does not keep any picture.

I go to the PC settings choose change picture and from the ones available (all windows pictures) I choose one then select save changes. Then the revolving dots keep going for ever and nothing happens

Is there something else to do?

Lockscreen? You mean the login screen?

No its the screen before the login screen (it has the time and some other small icons at the bottom left) but I found a way to remove it thru the registry. I'm new to windows 8.1 and as I understand a lot of users have it removed

Are you using multiple computers with Windows and syncing profiles for the lock screen, start screen, etc?

I solved the problem! When you create an account, Windows creates a directory with your account name under C:\Users\MyUserName. Checking on the Files Explorer I noticed there was NO MyUserName but instead another name which I dont know how it got there. Since I had other minor issues I re installed Windows 8.1 and this time I pay attention on the name of the new account and after I noticed that MyUsersName was where it was supposed to be. Now all minor issues are resolved including the lock screen picture

I'm still confused about this lock screen photo. Tweaks login should be able to change the lock and login screen at the same time (if that's what the OP is meaning).

radji you may have change settings like I have done now on mine and the lock screen is not shown when you boot. But after a clean install of windows 8.1 when you go to "Settings, Change PC Settings" on the new screen you will get at the left a choice of available settings and on the right you will have at the top "Lock Screen" and at the bottom "Account Password" and next to it "Picture Password"
