    Log into admin with dos?

    My sibling's friends messed up my old laptop with 32-bit vista home premium and deleted my admin account and created all of their own. I cannot access any of the accounts because I do not know the passwords. I have some files in the D drive I'd like to recover but first I would like to know how to log into or create an admin account without knowing the password.
