This question is for 2000,xp, vista and win7, but mainly xp and vista.
Normally, I start up my pc/laptop and go and get a drink etc then come back and logon, but then I have to wait again for the logon to happen.
Is there a way to get my computer to automatically logon to my chosen user, but then lock the account. I want to do this as I only use one account but don't want my pc being unlocked.

i do it more or less like that at work so i don't have to wait 2x 5-10min
but yes, how about putting it into the taskplaner for preventing bypassing by holding shift? you can put tasks in there to "run at startup".
(have to test this myself, too) -
It sadly doesn't look like there is an official way to do this, which is a pity as most (or at least a good number of) users have their own pc but still want it passworded. I would've thought it would make sense to have an option for preloading the user built into windows, as I can think of few disadvantages. -

there is a new program i saw on the internet that locks your computer as soon as you go with your phone away from computer (using bluetooth ), i ll search for it maybe it will assist ya

What your looking for might be doable, would need to be binded to windows as more than just a startup app. Its not avaliable in the system and probably doesnt exist as a normal freeware product. -

He wants to be able to turn the computer on walk away and come back it already logged in and locked with no way for someone to get into it while he is gone.
Windows will not have booted at the time the user is walking away from the pc.
