Alcohol 120, Daemon Tools or the like for mounting / creating virtual CD's and drives. It's that what you're looking for? Used this for years with CD/DVD disks stored on hard drives.

Probably doesn't qualify your booting requirement...if you are meaning boot the computer from your flash stick.

You cannot run a program without an Operating System to host it. So what you are really looking for is a bootable OS where the program can run. Most people who do this sort of thing will create a bootable OS with something like BARTPE or WinBuilder. Dependign on the program you have you can sometimes create scripts to load the programs--or, there are similar portable apps that run without any installation.

Don't know of a single-app solution, but there are good options for doing this in two parts:

    1. Rip the CD/DVD to ISO:
    The Official ImgBurn Website
    ISO Recorder
and many others... search "cd to iso freeware"

    2. Load the ISO onto a bootable USB flash drive:
    UNetbootin - Homepage and Downloads
    ISO to USB
and a few others... search "burn iso usb"

It's doable, but can be frustrating to make it work.

Another option is to search for something like "Hiren's boot cd" or "Ultimate boot cd" and follow their instructions on how to burn it to a USB flash drive.
These boot CDs have lots of freeware utilities included that may do what you need.

If those are linux based, i suggest unetbootin. I got a gparted and a parted magic bootable flash drive that i made using it (great way to use those 5yrs old 256MB and 512MB flash drives).
