Quick question - Win 7 Home Premium 64Bit doesn't allow more then 16 GB and while using a Intel i5 (second generation) in a Laptop and we all know that when THINGS ARE AT MAX then naturally there are always some issues and problems and a fine line between barely safe and disaster.
So is it safe and wise to MAX the RAM to 16 GB while using Win 7 Home Pre or upgrade the OS to Win 8 Pro???

I don't really understand what you just said, but Windows 7 x64 Home Premium can support 16GB without issue.
If you don't have an issue with the Windows 8 interface it is not a bad time to get in on the cheap upgrade offer. -

You can also upgrade the Windows 7 edition to sidestep the 16 GB cap. But as S.SubZero said, there are no known, prevalent issues with maxing the RAM at 16 GB per OS restriction.

I have been running 16GB on windows 7 HP on my desktop for over a year and no problem what so ever, I really don't see what you mean honestly. It was made to work with 16GB, it will work with 16GB.
