I was wondering if there's a program or theme to make windows 7 and programs look smaller on my 1366x768 screen.
I know this is a funny question, but after using high res notebook, this is dang hugh looking lol. Just thought it would be cool if someone make a program that down sized a lot of stuff to make it appear more like a 1600x900.

You could scale down the DPI and see what that does; although I don't think most of the UI is designed to be scaled down, only up.
Actually, I don't even think you can go lower than 100%. -

Nothing you can do, only way to go is to get a higher res display.

Check your DPI settings to see that they're at 100% (96DPI is still way too high of a default with these crappy new "HD" monitors at 1366x768. They're more like 72DPI), and make sure you're using small icons on the task bar and such. That's about as much as you can do.
Make Win 7 seem smaller on low res screen?
