As long as the hidden recovery partition is still intact, you can make the recovery disks anytime you want. The process does NOT use the current contents of the C: drive to make the recovery disks. It uses the hidden partition for that purpose.
But remember that these recovery disks, if used to restore your machine, will take you back to the "out of the box" state. None of your applications or files will remain.
You should make the set just so you can go back to the "out of the box" state should you, at some point, decide to sell the machine or whatever. But you should also look at making a different kind of recovery disk that would let you restore the C: drive to its CURRENT state. Look into something like Acronis or Norton Ghost which will create a backup image of the C: drive/partition to a set of DVD's.
Then you will have the best of BOTH worlds. A dvd set for "out of the box" state, and a dvd set for your "ready to go" state.

Look in the Control Panel and see if the feature to make the discs is in there.

Try:
Start -> Help and Support -> Backup & Recovery
Then scroll to the bottom of the page. Do you see "Launch Vaio Recovery Center" there?
