    Most reliable method of transfering outlook settings

    I need to transfer Outlook e-mail and settings from Outlook 2003 (on XP)
    to Outlook 2007 (on Vista).
    From what I understand the file and transfer wizard on Vista doesnt transfer outlook settings and files flawlessly.
    I am looking for the most reliable method.
    Keep in mind, its not just about a transfer of pst file.
    I want to transfer my rules, outlook settings, e-mail accounts etc.
