Well firstly, I'm not sure if I'm posting in the right forum. But since this is an OS issue more than an accessories one, I'm gonna post it right here.

The issue is, when I plug in my mouse, an old Razer Diamondback(not the 3G version), I adjust the sensitivity settings to a low setting comfortable for my use.

However, the touchpad is extremely slow and unresponsive. I'm thinking it could be my mouse being more sensitive than the touchpad, but I don't want to have to keep opening up my mouse settings and configure the sensitivity every time I connect the mouse for home use or when I bring it outside without the mouse.

    Any workaround for this?

    Not from the OS.
I've seen the same happen on Logitech mouses.

I think its a similar issue on my Vaio Bluetooth mouse.

You either need a software application (like drivers) for the mouse or a 3rd party application.
