As far as i can find the lowest pledges belong to Niger with 15 pledges folloed by mali and bhutan with 16 pledges

edit: a couple more have 10 as well. I think 10 is the lowest amount of pledges from a region. -

I really like this map. It's interesting to see how active different countries are. Some are very surprising too, like Iran with 1417 so far and even Cuba at 111.
