Both of these guys had the same problem. There seems to be a multitude of solutions because of the many possible problems. Try everything suggested in the first link and RSVP. -
its right when i boot
-
i already saw the second one but the problem is i cant even get onto the log in screen cuz it pops up and i cant get in to the login screen

and safe mod does not work for you either i guess. Do you have a restore disk might got a virus or spyware that has messed it up bad.
-
how do u get into safe mode? i do most likely hav a restore disk. will that wipe the files off cuz my dad is very picky and protective of his laptop.
-
found the recovery disk, but wat do i do?
-
65% done, or watever the first page of the recovery disk means.
-
is it possible to get all the files i lost back?
-
You used the recovery disk?
No. -
If you used the recovery disk and did a clean install, the files are gone.
This post in a Linux forum mentions PhotoRec:

Don't know what OS you had, but PhotoRec does run on Win98 and earlier (not XP or ME):

Here's a blog of HDD recovery utilities:

I've not had any experience with any of them, so can't recommend any of them.
Good luck. -
