I need some sort of program which'll let me edit graph paper type files. Yes pdfs can be edited BUT the main thing is it doesn't read the lines for some reason. I was needing it since i wanted to be able to plan out some of my maps on the pc. I can do it by hand on my own graph paper but being able to do it on the pc would make it a bit easier.

Sounds like Visio is the tool you need. Probably overkill, maybe there's an opensource variant.
