My netbook on battery without any underclockning modes just stays at 800 MHz, and I can see this impact in many things, like YouTube, Flash stuff, and some lighter games (Plants vs Zombies for example lags due to the 800 MHz lock, and it's 2D!).
On AC it runs normally without any overclocking, but shouldnt it be the same on battery?
Using XP SP3.

Any proprietary power management software on your netbook?
I don't think the Windows Power Plans will lock CPUs in a lower multiplier but proprietary software can - e.g. the Vaio Power Management - I'm sure other companies offer similar software. -

actually the windows power plan can do this easily: put on the energy saving plan (not balanced) and your cpu will never climb above it's minimal setting.
