Basically today, out of the blue, a strange problem has popped up on Win7. I can't change my display refresh rate to 60 anymore, it's stuck on 59. When I try to change it to 60, it asks me to apply the setting, then after I approve it automatically switches back to 59.
Same thing happens with the Change Flat Panel Scaling options. I can't set the scaling to "Do not scale" anymore.
Anyone else have this issue? This is the first time I have seen the NVCP revert to it's own settings after me selecting a different one.

Try un-installing and re-installing nVidia components first and hope that it fixes it.

Yep, that happens a lot with recent NVidia drivers. \rant The quality of their stuff really has gone down the drain during the last year or so, and the problem you see is really the least of them. You may or may not have noticed that since version in the 180s or so, 2D acceleration often does not work anymore, and on and on... \rant
Anyway, in this particular case I am almost certain that the problem is really only with the control panel itself. In other words, your setting is in fact applied the way you want it to, it's just that the control panel will not show that that's the case... To check, simply switch your card to a different resolution, and see what happens.
I remember a long time back when ATI was the only game in town for high-performance laptop graphics, and they acted the same way, pushing shoddy drivers on an unsuspecting public. Which gave NVidia an opening, who came to dominate this field for a long time. Maybe it's time for things to change again... -

Thanks everyone for your replies. The problem in itself is not huge, since now that I have a top of the line CPU (T9900) I run all my games @ max resolution with no problem whatsoever. And the refresh rate at 59 is just as smooth as 60 so I will keep my installed drivers for now, not to risk creating other more serious problems. On a positive note my old nvlddmkm driver crash that I used to get on Vista x64 is gone. That is a huge relief as it used to cause the system to lock up at times, forcing a manual restart.

btw, for the OP. check if you have some form of hdtv settings set up (plugged in on some hdmi tv or something lately?). maybe that messed the driver up. 59fps sounds like a tv setting. -
It's a common problem, reinstalling doesn't work, just leave it the way it is, can't tell the difference between 59Hz and 60Hz; it could be even at 60Hz but the bug doesn't reflect the change in the control panel.

Seriously, though, with the recent issues with NVidia drivers and their installers, it is really a good idea, and sometimes even mandatory, to uninstall the drivers carefully, and then run DriverCleaner.NET afterwards before attempting a reinstall. And, yes, unfortunately I have a lot more experience with that kind of thing than I ever wanted...
