If I buy a barebones notebook with no os installed but i have the disc at home do i just boot it up with my disc? sorry if its been asked.

Assumming the legal part like license and all that follows the 'right' procedure, it is all about the disc. If the disc is the regular disc that you bought from the store like bestbuy, then yes, the disc should be bootable and you can boot it up with your disc.

Yes. Legal issues aside, all you have to do it set the boot order in the BIOS to boot from the CD, then put in the CD.
However, if you get a SATA hard disk (most probably you will) and have an older XP CD (pre SP2), you *might* run into some problems detecting the hard disk. If that happens then, youll have to either slipstream the drivers to the XP installation CD or give them during XP installation process. -
ok thank you guys

Depends on the OS, if you have 98 or 2000 you might find some driver problems. Might have greater problems with XP or Vista.
