My local paper's computer columnist recommended Notebook Hardware Control to "regulate processor speed and HD speed during use" among other things.
Has this been discussed here?
Is this a good program or would you recommend something else (free) that is similar?
It's website says it does not work with Vista 64 bit OS's.
Anyone use a similar program that does?

I use RMClock for undervolting on Vista 32-bit.
(As it states on their website; Support for 64-bit Windows Vista is currently limited due to the kernel mode driver digital signature requirement of that OS (workarounds are necessary).)
There are a few quality threads on undervolting here on NBR.
Use the upper-right search function to find them.

Your sig shows a good system, why don't you leave it to Vista Power Management to handle it for you first. Vista has gone through of good changes, I doubt that any power management tools out there have been kept up with the pace. I do use RmClock on my XP comp though.
