Ok, so normally when I'm opening .inf files I do it in notepad so I can mess with them like that, so I always immediately change the program default to open with notepad. Well I kinda need to open a .inf file like you normally would....and I can't remember what windows uses to open it, haha. Anyone point me in the right direction here?

No I mean the windows default. It opens with something strange, but most people use notepad to open it.

Correct. An ini file is just a text file and can be opened with any text editor once the association is made. I don't think windows has a default ini editor.

By default, a .inf file is opened by Windows System Information, which you can launch by holding the Windows key and pressing R, then typing msinfo32 into the dialogue box and pressing Enter.
