I know that Macs are universally regarded as the video editing standard for hardware but I've always preferred the Windows OS myself. My question is what is the best video editing software to get on a PC? I used to love to make VHS compilations of my favorite movie scenes back in the day and would like to be able to do it again if at all possible and affordable on my PC. Any guidance is as always much appreciated.

That looks very promising! Well written review and a very attractive price. Have you tried using CyberLink yourself thundernet? (cool profile pick btw)
