I am going to do a clean install of Windows...even though I did one about a month ago I have run into some problems...but anyways...

I noticed that after using Parted Magic last time that when I installed Windows it didn't include a recovery partition? Is this something I did wrong in Parted Magic or something that went wrong in the Windows installation?

There are no recovery partitions with a clean install of windows. Recovery partitions are included by the laptop manufacturer. If you nuke it from the drive it was on for some reason, it's gone forever.

Unless you want to restore the laptop to it's factory state instead of a clean install, nope.
