I use Gparted for all my partitioning needs. Needs such as resizing, deleting, creating new.

For partition backups, I have used PartImage many times. Unfortunately NTFS is only experiential with PartImage, so I have run into an error here or there. Nothing major enough for me to change software. I've seen a few posters mention Clonezilla. I haven't tried it out yet, but it's based in part on PartImage, so I intend to.

For partition restoration I have used TestDisk on a few occasions. For data restoration, PhotoRec.

Are you looking for software that will work in Windows 7? For XP/Vista I find Paragon Hard Disk Manager to be really nice. Especially since it can do ext partitions along with NTFS. However not sure if it will work in Windows 7. Not to mention it is a commercial software that you are getting for free.
