As Win 7 only uses a castrated version of direcx 11.1 and Win 8 fully directx 11.2, would my 860m (dx 11.2 card) perform better on Win 8?

That is about meaninglesss the paper it is type on. Here we go again with the W8 is faster then W7 koolaid again. They can port DX12 to W7 and will you say the same thing again? Most likely not. -
Performance differences between Win7 and Win8 in gaming is nominal. You can do any amount of google searching and see that. There's nothing between DX11.1 and 11.2 that will create some massive speed increase.

Will DX 12.0 with windows 10 make a difference?

"Most likely not."

According to this

it does.
However, they are testing weak iGPU's, on particular games that may take advantage of specific DX12 features more than others etc. etc., so I would say maybe, sometimes. -
Also this is not a game, let us see some real world results.

That will depend alot on the software that uses DX12 feature or not...I see where they mentioned in MaximumPC or CPU that there are some gain in DX12 performance but more testing is needed to see for sure.
That's where the real meat is...everyday real world performance not benchmarks...
