I'm finding that both the Start Menu search and the F3 search in Windows 7 frequently miss things - it's painfully obvious when I download a file, try searching for it, and see no results.

Is there a way to do a slow, exhaustive Windows XP style search that will always find what I'm looking for?

Download this simple and small tool:
    Everything Search Engine
Works great to do exactly what you're after - was frustrated too with their search, this solved it.

Searching from the start menu relies heavily on Indexing. If the file you downloaded has not yet been indexed, then it will not appear.

You should be able to do an exhaustive search from the upper right corner of any Windows Explorer window.
