    Pinning Canadian cities' Weather to Start

    I used to be able to do this before I clean installed Windows 10 Pro, but how do you pin Canadian cities to the Start menu for the Weather app? Here's what I tried

    1) Click Places in Weather
    2) Search for city and add to Favourites
    3) Click ... at the top and no Pin option

    I see the pin option if I enter an American city as favourite.
