The Notebook Review forums were hosted by TechTarget, who shut down them down on January 31, 2022. This static read-only archive was pulled by NBR forum users between January 20 and January 31, 2022, in an effort to make sure that the valuable technical information that had been posted on the forums is preserved.     Please recommend me a windows software to create and edit subtitles for videos?

    So I need to create and often edit subtitles to videos. I want the subtitles to match perfectly with what is being said on the screen. It doesn't have to be freeware but nothing over $200 please. I'm a beginner and overly complicated software might not be the answer. Any help would be awesome.
