Maverick, have you tried changing themes? If this does not help, just for testing I would create a new user account, login with it and see if the highlighting persists. control panel - user accounts- manage accounts

Is there a way to copy across everything from one User A/C to another without using Flash disk ? Perhaps from C: Dos prompt ?

You should be able to find the files from the different accounts under C:\Users\

I'm not a DOS expert, what would be the command to copy across the files from Old to New User A/C ?

Before you try all that, try the following in your old account to try fix the highlighting.
Right-click Computer on the Start menu and go to Properties.
    Click Advanced system settings.
In the "Advanced" tab, click the "Settings" button at the top for "Performance," select "Adjust for best appearance" and click OK.

Read later if the above doesn't work:
There isn't really a single command that you can use to do that. Open My Computer, open Local Disk C and open the folder called Users. You should be able to see the names of accounts.

Open the old one. Open another My Computer window and open the new account. There should be folders like Desktop, Documents which you can copy from the old to the new.

What about if you set it to best performance and click OK and then open it again and set it back to best appearance?

If namaiki's excellent suggestions do not fix it, I guess you have a corrupted profile. press F1 on desktop to bring up help and use this search term:
    Fix a corrupted user profile.
You may have to reinstall any program that does not work properly in the new profile
