What happens when you try to access it?

Hve you just installed Nero 8 on the system? If yes then there's a problem with the .cpl association in Nero 8 that takes over control of the Windows system files called .cpl (among these files needed for the Control Panel in Windows being able to start properly.

This is for Windows XP, but something similar could be the issue under Vista also:

Workaround for Control Panel crashing with Nero 8 and Windows XP

1 - Click Start, then Run

2 - Type regedit, click OK

    3 - Open the path:

    HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Current Version\Control Panel\Cpls

4 - Right-click the line which begins with "Nero BurnRights", choose Delete

This removes the Nero BurnRights icon from the Control Panel, and now you will be able to open the Control Panel as before you installed Nero.

I remember having a similar problem with the lastest AC'97 sound driver for Vista x64. Control panel would just "stop responding" whenever I open it.

    It's probably due to a driver/software conflict
